Review on Geographic Information System as related to the Czech Ministry of Environment

  PRINCIPAL OFFER

1.1 System of geographic coordinates
All thematic data are maintained in the National system S-JTSK. This system has been also standardized for the national and regional administration. Therefore, it is the first rate (sub)system for GIS databases of the Czech Ministry of Environment. Regarding that some of organizations and/or  companies have applied and use the system S-42 (and moreover, the system includes raster equivalents of military topographic maps), it is recommended for use henceforth as a supplementary one.
 
1.2 Data structure
Geographic data are divided in accordance with existing database management of real thematic complexes (organizations) and/or bodies.
It has apeared more prospective in sense of easy definiton of database managers´ rights or duties and from the aspect of balanced volumes of data on specific projects. Thematic data are further described according to data administrator or thematic field.

2.6 Data from Czech Hydrometeorological Institute  data samples
 
Volume of data - 8 MB, data format - database (.dbf), ARC/INFO coverage.
Data have been stored and processed in the National geodetic system of coordinates S-JTSK.

The main task is placing (mediate) the information on local polluting subjects of the air pollution for users. Attached or joined databases provide more detailed informations on single pollutants and their geographic distribution is possible on a cadastral (land-register) level.
Its further task/content is placing the information on the distribution of emissions - i.e. volatile dust (suspended particulate matter) and sulphur dioxide of the CR territory.

2.7 Landscape Forming Programmes  data samples

Guaranty of the information system has been confided to the Department of Landscape Ecology of the Ministry of the Environment which ensures quality and unification of source data - it provides them free to approved users mentioned below.

Volume of data - 57 MB, data format - ArcView shapefile.
Data have been prepared  in the National geodetic system S-JTSK.

It is a specific system assigned not only to the Ministry of the Environment but also for those subjects actively engaged implementing goals of Programme of the River Revitalization as follows:

- Regional planning and EIA studies in the frame v of the Ministry of the Environment, the Ministry of the Agriculture and the Ministry of Local + Regional Developments
- The Agency of Nature and Landscape Protection
- Regional Advisory Boards of River Systems Revitalization
- National and regional administration bodies pertinent to Nature Conservation, Landscape protection, EIA or territorial planning (i.e. District Offices, Service of protected landscape regions, Municipal authorities).

All the data and projects in the frame of this database system get more permanent significance than those of internal current requirements of the Ministry of the Environment.
This database system forms integral part of GIS - Geographic Information System of the Ministry of the Environment sector.

2.8 Topographic data (Topography)  data samples

Topographic subjects are divided into three parts according to scales of map-documents.

 
2.8.1 Raster data - Basic maps 1:50 000 (ZM 1:50 000)

Data transfered from .bm_ format into standard format .tif  guarantee reliable usage of the ArcView. The data are the only representative of the S-JTSK among raster data. Combining the vector data ArcCR 500 and DMU 200, they offer a sufficient range of topographic bases for thematic data.
Topographic data of 1:50 000 scale represent digital raster maps ZM 1:50,000.

2.8.2 DMU 200 (Digital territory model 1:200,000)
 
This geographic database represents a project based on military  topographic maps of 1:200,000 scale. A comparatively "draw back" is a larger volume of data which show a slower response during their usage and presentation. The data are available by using the S-JTSK system of coordinates. 2.8.3 ArcCR 500 (Digital Geographic Database of the CR 1:500,000)
 
Data of the Project ArcCR 500 were elaborated by ARCDATA PRAHA Ltd. The precision of data location is affected by a map scale 1:500,000 originally used. Data are available on both of S-JTSK and S-42 coordinate systems.
 
A base of topographic data 1:500,000 form data of ArcCR 500 project - view Basic map elements. Data ArcCR are available in formats - ARC/INFO coverage, ArcView shapefile, and supplemental grids and rasters, in geodetic coordination system S-JTSK and S-42. As a base for creating user-oriented projects, the system S-JTSK has been implemented.
The map basis for a digital processing (maps and databases of the National Geodetic Office):

• maps of the Czech Republic of 1:500,000 scale for basic elements (forests areas, housing areas and points, water surface, water streams, road and railway network)
• physical-geographic maps of the CR 1:500,000 for hypsography (elevation elements)
• vector type databases of area-technical elements for units of the administration division

2.8.4 Military Topographic Maps

This topographic section includes raster military topographic maps TM of 1:50,000; 1:100,000; 1:200,000 and 1:500,000 scales. However, the data are presented in the System of coordinates S-42. Any user can use the map information in combination with ArcCR 500 Project (available on system of coordinates S-42 too).
