The anti-nuclear movement in the west has halted new construction everywhere (except in France) in large part because we knew what we were talking about. We had the fortunate (or unfortunate depending on how you look at it) advantage that nuclear power is absurdly expensive, highly inflexible, very slow to complete, plagued with technical difficulties, unnecessarily dangerous, a threat to democracy and highly unpopular.

Unfortunately, these "advantages" are much less help in fighting the migration of nuclear power to Eastern Europe. Here the decision making process is poisoned both internally by energy planners held over from the previous centrally planned era and by the western nuclear lobby (the multinational nuclear construction companies (Siemens, Westinghouse, EdF) and the pro-nuclear banks - the EBRD, and various ExIm banks reflecting governmental policy for the US, France, Germany, Canada, Japan, etc).

Still one of the key tools we have to use is self education. There are numerous good books and regularly occuring periodicals which deal with nuclear issues for a short list, go to:international materials.

What is especially important if you are in the west and interested in the long run is to find out what your governments policies are and work with other people from your region to change them if you find you do not like them.
