Name of the System: Chemicals Release Inventory, CRI

A. The Rise and Development of the System

The CRI has existed since 1991.

B. The Structure of the System

The CRI is directed by Her Majesty's Inspectorate on Pollution with 7 regional offices. The inspectors collect data from single emission permission keepers, they give these permissions and input the data into databases. Databases are sent to London for another processing and for distribution.

The chosen reporting period is one year. Reports are collected till April of the following year. These groups of reporters were incorporated into the list successively: 1993 - raw materials industry, 1994 - chemical industry, 1995 - metallurgy, 1996 - paper works, diisocyanate technologies, plants using bitumen and tar, coating composition, artificial fibers and toners producers, wood manufacturing industry. The CRI has included all industrial branches since 1997 and it included about 4 000 of the biggest polluters in 1995.

The list included 350 substances and 135 radioactive isotopes in 1995. The authorized releases and crashes releases from the authorized enterprises are monitored as well. The threshold values principle is not used. The followed media are water, air and soil.

The total summary is printed annually. A report contains the data of individual releases into media and waste, the regionally classified data. The individual devices are not compared. Questions in inspectorate offices can be performed personally, by phone, fax or e-mail.

Non-governmental organization the Friends of the Earth offers in Internet the electronic map of England and Wales with data of 1 000 enterprises from 1994. The password is the ZIP-code. The Internet address is mentioned below.
