A. The Rise and Development of the System

Japan used voluntary approach when building the PRTR system. In December 1994 the Japan association of chemical industry compiled principles for reduction of chemical emissions into the environment. These principles are aimed to gain reliable data for a list of substances which are dangerous for our health and environment. They include procedures for counting releases and forms for reports. The aim is to collect data of pollution source ( in places where substances are processed ) and to assess the level of risk.
