Name of the System: the Integrated Pollution Control
A. The Rise and Development of the System In 1990 a report of dividing competence was written. Creating more efficient system IPC was emphasized . The aims of the IPC are as follows: efficient protection of the environment quality, influence to pollutants, making the state government more rational, setting priorities in the ecological policy, giving information to public. The government uses voluntary approach and wants to be a propagator only, to ensure the development and leading data collecting and processing . Special attention is given to dispersed pollutant sources which cause most of problems in South Africa.

The system of emission reporting is quite split in South Africa. The Department of Water Affairs and Forestry is responsible for water-pollution, the Department of Environment Affairs and Tourism for air-pollution and the Department of Agriculture for soil.
