A. The Rise and Development of the System Finland compiled a summary of dangerous chemicals use and releases in small- and middle-sized enterprises in Kymi region in 1994. For today no decision to build the national PRTR system was done ; and no plan for PRTR implementing was accepted.
B. The Structure of the System Factors for including a subject among obligatory reporters are: area of the enterprise, branch of industry and dangerous substances volume. The pilot study in Kymi region showed that smaller firms are unable to provide sufficient information. The pilot study dealt with substances which should create the list of reported substances in the first period: copper, cadmium, hexachlorohexane, tetrachloromethane, DDT, pentachlorophenol, hexachlorobenzene, HCBD, chloroform, 1,2-dichloroethane, trichloroethylene, tetrachloroethylene, TCB, chrome, mercury, nickel, zinc, lead, arsenic, dichloromethane, cyanides. Polychlorinated biphenyls ( PCB ), hexachlorohexane and some other organic compounds won't be probably included into the list.
The system will probably follow pollutant transfers into water, air and soil, use of waste for generating energy, recycling and pollutant transfers to products.
Collected data should be accessible in printed and electronic form. Information should consist of enterprise identification and pollutant releases amount.

The Finish attaché for industry in Brussels prepared an analysis of publication and reporting of industrial emissions in Belgium, France, Germany, Great Britain, the Netherlands and Spain. This analysis was published in 1995 by the Technology Development Center in Finland.
The data collecting and control are supposed to be executed by regional offices; central processing will be probably the task of the Ministry of the Environment. Periodicity of reports would be one year
