The rise of the system was directed by the Egyptian Environmental Affairs Agency. The pilot study just takes place in Egypt and it started thanks to the UNITAR impulse in 1994. The national coordinating team was established. It consists of NGOs representatives, state and private plants, offices and the UNITAR. The national seminary is being planned. The UNITAR provides Egypt with study logistics ( it prepares program for agendas, it governs agendas, etc.) and a global plan of the study. The future PRTR system is based on the present Egyptian Environmental Law.
