Přehled stavu příprav PRTR v České republice z pohledu nevládních organizací

Cílem tohoto přehledu je poskytnout Vám srovnání otázek, které musí být
vyjasněny před zavedením systému PRTR v ČR a stupeň jejich zodpovězení, tak
jak vyplývá z výstupů prací na projektech Ministerstva životního prostředí ČR
zadávaných různým řešitelům v letech 1994 - 1997. Tento přehled byl vypracován
pro první jednání Subkomise pro PRTR jako velmi kritické zhodnocení neuspokojivých
výsledků bezmála čtyřleté práce na přípravě PRTR financované MŽP. Dotčení experti
se proti kritice ohradili jako podceňujícím výsledky jejich dlouhodobé práce a přislíbili
do materiálu doplnit chybějící požadované odpovědi do příštího jednání Subkomise
(cca polovina dubna 1998). Nestalo se tak, a proto byla tato analýza předložena jak
expertům OECD při jejich kontrolní návštěvě Prahy na jaře 1998, tak na jednání NGO
pre-meetingu ministerské konference " Životní prostředí pro Evropu" v dánském Aarhusu v červnu 1998.
S analýzou byl již také seznámen stávající ministr životního prostředí, RNDr. MiIoš Kužvart.

| Current situation in PRTR preparation
in the Czech Republic from the viewpoint of NGOs

The Ministry of Environment started with the preparation of the PRTR for the
Czech Republic already in 1994. The NGO representatives evaluated as slow
and not transparent for the public on NGO Pre-meeting of OECD Regional Workshop
on PRTR, which held in the Czech Rep. in January 1997. In this sense a memorandum
of NGOs has been sent at Minister of Environment. According to the discussion
evoked by this memorandum a Subcommission on PRTR has been established
(fall 1997). There are representatives of chemical industry; governmental agencies and
NGOs designated for the Subcommission. To support the effectiveness of the
Subcommission´s work the NGO representatives prepared the following analysis.
As we can see in the analysis there are many things made but bigger part of the
work is still to be done. The analysis does not also cover one important question -
how the PRTR could be implement into the Czech law. This result is best illustrated
by column E of the enclosed table of analysis output. We would like to thank OECD
for the manual „Pollutant Release and Transfer Registers (PRTRs): A Tool for
Environmental Policy and Sustainable Development - Guidance Manual for Governments."
